    The last time the Phyrexians were able to move planes freely was before the Mending that made it so non Planeswalkers are no longer able to move from Plane to Plane, so they would need some sort of catalyst now, but who knows what that will be for sure.

    I’m not a judge, but I don’t believe his abilities would affect number of loyalty PW’s get for activating their abilities as that is a cost, and they are not being put on them, similar to how Doubling Season only affects the number of Loyalty counters PWs get when entering the battlefield, but...
