Unfortunately it's not that simple to determine whether a Pokemon is hacked. With the addition of bottle caps, a trainer looking to make a competitive Pokemon (especially one that is shiny, which would unlikely be caught at perfect IVs) is required to get it to lvl 100 to make use of bottle caps...
