This file will be removed in patch 1.05. It was never in use, it was left over from testing, confirmed by CPR devs.

They may have said that, but I can confirm that adjusting these settings with a Ryzen 3600 and Vega 64 dramatically improved performance (By around 20 or so FPS when driving, in particular)

I sounds like it may have zero effect on certain hardware, but I can confirm a very notable change in performance with my setup.

For anyone looking to do this, they do work, you just have to run either your EXCEL or Visual Studio (preferred) in Admin mode. Then when you are running the game, also run it as Admin to have the CSV file changes take place. *VERY IMPORTANT* Make a copy of the original CSV file and save it somewhere safe before you modify it.

Removed the memory_pool_budgets.csv file. which was not connected with the final version of the game and had no influence on it (it was a leftover file used during the development to estimate memory usage. It had no effect on how much memory was actually allocated). Perceived performance increase after editing the file may have been related to restarting the game.

Fake news.
Memory_pool_budget.csv does nothing for your fps. It was a remnant of a test build or something like that. It has been removed as of 1.05.
Edit: should probably add that dailyesports is not to blame for spreading this, many people did.

CDPR has just confirmed that this file has no connection to the final game whatsoever. They removed it in their latest patch.

Hi ok so you did the fix and the improvement was dramatic no more loading textures while driving people were already on the sidewalks walking around and combat was no longer sluggish The enemies AI responded much faster it did pin my CPU to about 95% all the time but it seems like the voice acting has sped up a little faster than it's supposed to be I think it's kind of weird my pc specs are 16gb ram AMD fx-6200 msi radeon rx580 8gb for anyone who says this fix doesn't do anything they are wrong it does whether it's good or bad I'm not sure

This does nothing, the file is a left over config from development which does not interact with the game in anyway. The supposed boost most likely came from the restart. This has been confirmed by the developers.

The fact that Ray tracing nukes your fps. Good luck a stable frame rates+rtx with anything less than a 3090. CDPR confirmed that this "fix" actually doesn't do anything. It'd a left over file from development.

Man don't believe this. If you read the patch notes of the hotfix update 1.05, CDPR removes that certain file.
