I also told Claire NOT to kill Samson and she did anyway. Not sure if a bug or requires different steps.
So I found out you have to convince her not to kill after you win the race before “the big race”
When she tells you what’s more important you say winning is more important which will lead to v saying revenge is not good

it doesn't matter if you choose a fast car and drive really fast. you can see on the minimap the other competitors just get teleported near to you anyways if you gap them far enough. just steady speed is what gets it.
same for the sampson race, sampson will drive faster than you no matter how fast you drive.

i cant get simpsons car eventhough i stopped claire from killing him (ends up capping him anyways)
If Samson dies you can buy his car regardless, it’s called Cthulhu and it’s available once you’ve bought every other vehicle.
